That for me is the single most interesting task ahead of us in political science.

People tend to get obsessed with how to avoid cheating in elections or how to prevent pork barreling in legislative processes

or how to prevent corruption.

I don't think that's where the attention should be.

Those things follow naturally from centralization and increasing scale of government.
