On August 24, 2019, a torrential downpour swept through the Fort Smith, Arkansas area during the pre-dawn hours. Newspaper delivery person Debbie Stevens was out in the storm that morning getting ready to take care of her route when her vehicle was suddenly overtaken by floodwaters. Included is approximately 20 minutes of intense 911 audio that would end up prompting an investigation regarding 911 policies.
