On what basis does God ever declare a person just?

For Rome, it's because they are just.

For the reformed understanding, the sole grounds for the justification of a believer is the righteousness of Christ.

It's Christ's righteousness and his righteousness alone that justifies shorthand for justification by

faith alone is simple shorthand for justification by Christ alone.

It is Christ's right's rightes us.

It is Christ's righteousness and his righteousness alone that justifies us.
