Whiteburg, Kentucky is a small rural community of under 2,000 residents in eastern Kentucky.

And that was the situation with the local sheriff, Sean Mickey Steins, and the only judge in town, Kevin Mullins.

Later that afternoon, the sheriff headed to the judge's chambers.
