What has been happening is that in order to say that we're keeping the bureaucracy down,

we've been turning over massive amounts of work that used to be done by bureaucrats to contractors

who are less accountable, cost more, and ultimately expand the size of government.

And so actually, if you want to reduce the size of government, you ought to go after those contractors way before you go after the bureaucrats themselves.
