Scooby and Shaggy are both stoners. Oh think about it. They always want Scooby snacks

They're always like popping out of the van last, you know all goofy and stuff

They're always eating always eating and then everything that happens to them is just like made up

I mean, I don't know about that, but they are the always the most spooked and when you're high you're anxious

So it makes sense. That's just my theory
