On the morning of April 1st, 2019, Justin Brockheim pulled up outside the RJR maintenance and management in Mondan, North Dakota.

He stepped into the building, anticipating to see his boss already at work.

He was normally the first one there.

But this morning would be anything other than ordinary.

Mandan is a small city of about 22,000 residents just across the Missouri River in North Dakota

in the United States.

It was established in 1879 and named after the indigenous Mandan tribe.

The Northern Pacific Railway played a significant role in the city's early growth, but over time it became a close-knit

community, known for its robust agricultural economy. The Mandan Police Department's 911

Dispatch Centre is a vital part of the city's emergency services. It's located within a secure

section of the municipal building on Main Street.

The centre is designed with a compact, efficient layout to maximise response times,

with dispatchers seated before multiple screens that relay live information.

On the morning of the 1st of April 2019, Colleen Starkert was on duty at the dispatch center.
