Shortly after Jeffrey Epstein was indicted by the grand jury on that one measly charge, he turned himself in.

On July 23, 2006, he was allowed to quietly self-surrender in the middle of a Sunday night.

He spent a few hours in a jail cell and then the man who claimed he was a billionaire and most certainly was a flight risk

was asked to pay a $3,000 bond. His lawyer handed the money over in cash and then

just in time for lunch, Epstein left the jailhouse.

Palm Beach Police Chief Michael Ryder found out about the arrest the following morning while flipping through the newspaper.

And then he and Detective Joe Rikari spent the afternoon doing something they had never done before.

They spoke to the feds behind the back of the local prosecutor.

They met with the FBI agents and a federal prosecutor to evaluate if this could be a federal case.

And after two hours they decided it could be.

The feds opened their own investigation and gave it a name.

Operation Leapier.

Chief Ryder's move, though, speaking to the feds, ended up being very controversial.

It was raised years later when he was deposed.

Okay, were you encouraging the FBI to pursue federal charges against Mr. Epstein?

I was encouraging the FBI to diligently investigate.

And what did they say?

That is what did the various representatives from the FBI say?

Because we believed that the aircraft was involved and in a countrywide telephone system, they felt as though there may very well be a federal nexus, federal statues violated.

And they basically accepted the investigation.

They had to get investigations approved before it's an official investigation, but they took everything and said,
