0:04.1	Scott Ritter on the breaking news about the Wagner group in Russia to help our listeners understand
0:12.8	exactly what's going on. Of course, you all know, Scott Ritter is a former US Marine Corps
0:18.3	intelligence officer. He is the author of this armament in the Times of Parastrica Arms Control
0:24.8	and the end of the Soviet Union. He served in the Soviet Union as an inspector,
0:29.6	implementing the INF Treaty. He served on General Schwarzkopf's staff during the call for from 1991
0:37.2	to 1980 served as the chief weapons inspector with the United Nations and Iraq. Mr. Ritter is
0:43.7	currently rights on issues pertaining to international security, military affairs, Russia and the
0:48.5	Middle East as well as arms control and non-proliferation. He's been an extraordinary source of courageous
0:54.9	truth throughout his career. And I'm very happy to have you back on the show, Scott.
1:00.7	Well, thank you very much for having me. So let's start with a little history. The Wagner group
1:06.9	was actually, it was started by Russia as a as a private contractor in order to in order to be
1:15.6	able to give military assistance to African nations, et cetera, in compliance with the with the
1:22.1	Russian Constitution, which prohibits Russian soldiers from from serving anywhere else in the
1:29.6	world without the approval of the Russian Federation. I mean, I wish we had this kind of a law,
1:35.6	but again, will you explain that? Sure. The Wagner group came into being in 2014 as a private
1:45.4	military contractor. It was the brainchild of a fusion between the Russian military intelligence,
1:52.4	the DRU and some retired veterans who saw an opportunity to use their skill set in a manner that
1:59.7	wasn't linked to the bureaucracy of the Ministry of Defense. In 2014, you know, there was the
2:05.9	Maidan revolution in Kiev that led to a conflict between the Ukrainian government and ethnic
2:12.0	Russians in the Dombas. The Russian government wanted to throw its weight behind the ethnic
2:16.4	Russians, but was prohibited from sending active duty military forces to a Dombas by the Constitution.
