It is hard to describe the scene.

The so-called bat signal on the roof of police HQ is wheeling

and gyrating in a multicolored display to the throbbing beat of an incredibly loud electronic dance track.

All the lights in the GCPD tower are pulsing and strobing.

Is it a mere malfunction or is it sinister sabotage?

Whatever it is, it's inspired a mob of apparently intoxicated young people

to have a violent dance party in the street out front.
