0:53.2 | concerns with parents. And some parents are saying, how do we fix this? And unfortunately, in a lot of relevant concerns with parents. |

0:56.7 | And unfortunately, in a lot of places, elected officials are looking at them, going, |
1:00.6 | it's really difficult, either because you can get it through the House but not the Senate, |
1:05.2 | or you get it through the state legislature, but then the governor vetoes it. |

1:10.4 | we don't want to potentially give up on the |
1:11.8 | federal funding that we're going to lose if we set up what would have been considered |
1:16.4 | five minutes ago really common sense policies. |
1:19.2 | And what that's led is more and more parents understanding that the only way to kind of beat |
1:23.0 | this system is to leave it. |
