0:37.6	Sometimes it's passed in different ways.
0:39.0	Sometimes it's a government shutdown.
0:40.2	Sometimes there's what's called a continuing resolution where you're really just passing
0:43.6	the same spending levels as last time.
0:45.4	And then there's sometimes an omnibus where you take 12 different appropriations bills and
0:49.2	just stuff them all into one big bill.
0:51.8	It's often negotiated by, you know, you're sort of a top four, the four corners.
0:57.8	Let's call it the Republicans and Democrat leadership.
1:00.6	And it really rubs a lot of people the wrong way.
