Because the first governments were religions, and it would be like the leader of that government would say,

God tells me how we should all behave, and if you misbehave, that God will punish you. Mark my words.

And then government is just like, I tell you how to behave, and if you don't do it, I will punish you.

So it's removing the idea that there's a supernatural entity actually governing over us.

Supposedly separation of church and state.

But it's a move, I think, in terms of human society, of a rejection of the notion of God.
