Foreign Corrupt Practices Act. Keep in mind that the president, as the head of the executive

branch, has the authority to order the DOJ to not enforce laws. The president is technically the DOJ's

boss, right? So in this situation, the president is saying, hey, DOJ, we are not going to enforce the

FCPA right now, except in special situations, because the FCPA impedes the United States

's foreign policy objectives by limiting American citizens and businesses as they conduct

Now, the FCPA is an anti-bribery law that prohibits U.S. citizens and businesses from
