He writes, your review of the 100-page FAA reauthorization bill in episode 329

highlighted many worthwhile initiatives.

A post audit of previous bills would show that only a small fraction of the initiatives are completed on time and a significant percentage

are never completed. Plus, there is little prioritization among the initiatives. The reauthorization

bill process is fundamentally flawed. In drafting the bill, Congress doesn't consider

existing FAA priorities, staffing, and budgets. There's obviously no slack today at FAA,

and essentially no resource for new projects without further delaying current ones. And then,

as the due dates come and go, Congress holds hearings to ask why things are delayed,

requiring additional FAA time.

I'm not defending FAA's cumbersome organizational structure or rulemaking processes, but

those are not likely to improve in the near future.

So we end up with a huge list you reviewed, driven by the industry, lobbying Congress,

with little to no input from the FAA and unrealistic due dates.
