Short of staff, I'm Lisa Lacerra. Fox News. There's a report that the number of people manning the control tower last night before the crash of an American Airlines jet and an Army Black Hawk helicopter was not normal.

An FAA report obtained by the Associated Press shows one controller who's doing the work of two people at Reagan National

Airport near D.C. when the crash happened. There were about 15 seconds from being home,

and this happened, and you wonder, how could it possibly happen? You know, there has been a

chronic shortage of air traffic controllers in this nation. Anybody who has been told, well,

our flight's delayed because of air traffic control problems, knows that all too well. Anybody who has been told, well, our flights delayed because of air traffic

control problems knows that all too well. The government has had some success in hiring more

controllers. It hired another 1,800 or so in the last year. They were 3,000 short out of, as of

last May. They've got some 3,400 in the pipeline now, I think, but don't forget,

it takes between two and four years to fully train up an air traffic controller.

Fox is John Roberts near the scene. The jet was carrying 60 passengers and four crew.

The Black Hawk was carrying three members of the military. Search crews continue to work to

recover bodies from the Potomac River.

The NTSB says the black boxes have not yet been recovered.

The president of the National Air Traffic Controlers Association says it's premature to speculate on the root cause of the accident.

The FAA had issued a groundstop for all frontier airlines flights due to IT issues.

That groundstop has since been lifted.
