It came into the public discussion in the United States around 2015 or so and a guy who used to be a congressional staffer named Mike Lofgren.

He went on Bill Moyers and he talked about it, the deep state hiding in plain sight.

JFK assassination he talks about it's called deep politics and the death of JFK. He wrote about a deep political system like like involved the mob and the intelligence agencies and corporate oligarchs essentially and how even before World War II they would collaborate to be able to
