Poppew was born on February 16, 1948 in Jacksonville,

Florida, as the first of what would later be nine children. Suffering from bouts of asthma as a child,

James and his mother had an incredibly close relationship, and he would often find himself inside the home, helping her when he can.

Then, when his father left the family in 1959, he stepped up and began taking over as the man of the home, even though he wasn't even a teenager yet.

He eventually dropped out of vocational school during his sophomore year, a place where

his former classmates claimed he had affiliations with local street gangs.

And in 1965, he was arrested twice for vagrancy and then twice more the following year

for armed robbery and assault.

He allegedly attacked a construction worker who owed him a quarter.

In 1968, he was arrested for a fourth time for dangerously displaying a knife and was fined

$75.

In 1969, he was charged with gambling, and in 1970, he was arrested but not prosecuted

for vehicle theft and vacancy prowling by auto.
